"Various important and interesting principles are now depending; and the decision of some of them must involve the great question, whether all the powers of sovereignty, affecting life, liberty and property, are transferred to the Federal Government; or such only as are essentially connected with the general welfare."

To assist in the solution of this great question, the present pamphlet is submitted to the American People. The Report, from the pen of James Madison, is an Invaluable exposition of the principles of the Federal Constitution. It is scarce, out of print, and frequently called for. Twenty years have destroyed almost all the copies which were issued from the press. Its principles, however, are not those of a day or of a year: but, true and eternal.
Since the Report was put to press, the Publisher has determined to subjoin to it the Essays of Hampden, upon the opinion of the Supreme Court of the United States, in relation to the constitutionality of the Bank Law. These Essays, too, are frequently called for, and no copies to be procured. Their merit is too well known to require the passing tribute of my humble pen.
