Serious deficiencies of various kinds in schools in the Ponce area have been reported. The House Committee on Education told a Parent Teachers meeting which was attended by Ponce's Mayor & other city officials, that some sixth grade students who could not read were found in rural schools, that one high school was not provided with any drinking water at all, that students have been observed drinking alcoholic beverages in sight of school buildings, and many other startling facts.

The Mayor expressed surprise at some of the findings of the Commission, which is now preparing to investigate other areas of the island in order to have a complete report on Puerto Rico's schools ready when the Legislature meets in January...Island Times,
