Legislature of Massachusetts.

SENATE—FRIDAY, FEB. 5

The honorable Mr. Hichborn, rose, and moved, that a committee should be raised to draft an Address to the President of the United States, congratulating him on his election and approbating his political and economical principles. A debate ensued, which continued till the time of adjournment.

SATURDAY, FEB. 6.

The consideration of the motion for an Address was resumed, and after a lengthy debate, the question was taken by Yeas and Nays, and the result was as follows.

YEAS—The Hon. Messrs. Skinner, Bowdoin, Hichborn, Maynard, Apthorp, Ellis, Dillingham, Deane, Hill, Austin, Bidwell, Hildreth, Hull, Crowninshield—14.

NAYS.—The Hon. Messrs. Foster, Frye, May, Thomson, Stearns, Torrey, Hayward, Dwight, Brigham, Taft, Hurt, Hale, Dummer, Treadwell, March, Allen, Titcomb, M'Lellan, Lord.—19.

HOUSE—FRIDAY, FEB. 5.

A bill to divide the town of Poland, and to incorporate the northerly part into a separate town, was read twice, and Wednesday next, 10 o'clock, assigned for the third reading, and in the interim committed to Messrs. Mitchell, Cary and Bradbury.

Messrs. Taylor of N. Leonard of O. and Baldwin, were appointed a committee to make a report on the size, &c. of bricks.

The Governor's Message relative to the Passamaquoddy Indians, was committed in the Senate to the Hon. Messrs. Fowler and Maynard, with such as the honorable house may join. The house added Messrs. Danforth, Leonard of O. and Knox.

The house resumed the consideration of the report of the committee of valuation. After debate, it was moved, that the same should be accepted so far as applies to the several counties, which passed in the affirmative. The report was then referred to the members of the several counties to adjust any inequalities in the several towns in each county.

SATURDAY, FEB. 6.

A petition for a division of the town of Winslow, was committed.

A bill to incorporate the plantation of Brownfield, into a town by that name was read twice, and Tuesday, 5 o'clock, assigned for the 2d reading.

A petition for the regulation of the herring fishery at Eastport, was committed to Messrs. Rice of H. Leonard of O. and Sawyer.

MONDAY, FEB. 8, FORENOON.

A petition for the alteration of the name of the town of Thompsonborough, was committed to Messrs. Chandler of M. Slocum and Hunt.

The petition of Alexander Rice, to be re-imbursed the expense of building a certain bridge, was committed.

The bill to regulate the Fishery at Boothbay, was read twice, and to-morrow, 11 o'clock, assigned for the 3d reading.

An Order was received from the Senate appointing the honorable Messrs. Titcomb and Bidwell, with such as the hon. house may join, a committee to consider what further disposition is necessary to be made of the Maps of this Commonwealth.

WEDNESDAY, FEB. 10.

A bill, to incorporate a part of Poland into a town by the name of Raymond, passed to be engrossed.

A petition for an act to prevent obstructions at Saccarappa Falls, was committed.

THURSDAY, FEB. 11

A petition of Samuel Freeman and others, for leave to establish a bank in Portland, was committed to Messrs. Knox, Little and Vose.

A message was received from the Senate proposing to form a convention tomorrow, at 12 o'clock, to choose a Senator for Cumberland county, in the room of the Hon. Mr. Longfellow, who has resigned. The House concurred.

The House elected by ballot, the Rev. Thomas Baldwin, to deliver the Election Sermon in May next.

The Secretary delivered the following Message from the Governor:

Gentlemen of the Senate, and Gentlemen of the House of Representatives,

THE Commonwealth has lost one of its best and ablest friends by the death of the Lieutenant Governor. He died yesterday about 3 in the afternoon, and his family propose that his funeral shall be attended on Monday next at 3 o'clock.—A long and intimate acquaintance with him, enables some of us to bear testimony to his distinguished merit. He was solicitous to preserve the good order of Society, and to exhibit to his fellow-citizens a pattern of every civil and moral virtue.—Without any solicitation on his part, he was many years elected a member of the Senate, and presided in their deliberations with candour and dignity. In the office of Lieutenant Governor he secured respect by a mild deportment resulting from the testimony of a good conscience. He was firm and inflexible whenever the interests of the Commonwealth were concerned; and he acquitted himself with honor in all the offices confided to him by the public, and in all the relations of private life.

I shall be ready to join with you, Gentlemen, in any tribute of esteem and respect which you may think due to the merit of his public services.

Council-Chamber, Feb. 11, 1802.

A message was received from the Senate, informing the House, that they had committed the Governor's Message to the Hon. the President, and the Hon. Messrs. Brigham and Treadwell, with such as the House may join. The House added Messrs. Morton, Knox, Williams and Wells.
