The French pretend, that the Number of Troops which they have drawn together in Flanders, are design'd as a Corps of Observation on his Prussian Majesty, and to prevent his seizing upon the Dutches of Bergues and Juliers, in case of the Death of the Elector Palatine. But if this be true, what will the Emperor say to a Proceeding which threatens a Maxim of which the Germans have been always jealous, to wit, that no Foreign Power can be suffer'd to interfere in Affairs which relate Solely to Persons or Things immediately within the Body of the Empire.
