CONFEREES COMPLETE COURT REFORM DRAFT
Members of Group Agree on All Phases Of Lower Court Reorganization
WASHINGTON, July 24. (UP)—A judiciary subcommittee headed by Sen. Pat McCarran, D., Nev., today completed a tentative draft of a lower court reorganization bill replacing President Roosevelt's original program which included the supreme court.

McCarran announced that the subcommittee of eight was in agreement on all points contained in the bill. The question of adding a provision designed to end "receivership racketeering" by limitation of fees will be taken up Monday, he said.

Sen. William E. Borah, R., Ida., is drafting the receivership section, which has not been submitted to the committee.

After the Monday meeting the subcommittee may be ready to report to the full judiciary committee headed by Chairman Henry F. Ashurst, D., Ariz.

The three points approved by the subcommittee tentatively are:
Intervention by the attorney general in lower court cases involving constitutionality of an act of congress.
Direct appeal to the supreme court from lower court decisions involving constitutionality of a federal statute.
The fourth point in the settlement of the conflict over the president's original measure—concerning appointment of additional judges of congested districts—will be handled in a memorial accompanying the committee report.

The memorial will suggest that the attorney general make a survey of the need for new judges in the lower courts and report on the situation. The senate has the power of confirmation of such appointments by the president.
