RIDICULES FOREIGN POLICY
Senator Cummins of Iowa Flays President Wilson.
St. Paul, Feb. 15.-Senator A. B. Cummins of Iowa ridiculed President Woodrow Wilson for what he called his "vacillating views" on preparedness and for his policies toward the Mexican and European situations in a speech before the Lincoln Republican club in the Saint Paul hotel.
Although he expressed himself as opposed to the adoption of any new policy of "preparedness" until the present war is over and its lessons understood the liveliest demonstration came when he said:
"This country should so prepare that it will be humanly impossible for a hostile foot to plant itself on the soil of America."
