The Sundry Civil Bill Reported to the House By Sayers.
Washington, Feb. 6.—Mr. Bland presented in the house a report on the bill to coin the silver seigniorage bullion in the treasury and gave notice that he would call it up at the first opportunity. Sayers presented the sundry civil appropriation bill. After the routine business the Hawaiian debate was resumed. The sundry civil bill, as reported, appropriates $32,291,382 for the fiscal year 1895. The bill for 1894 carried appropriations of $31,716,311. The estimate submitted to the committee for 1895 amounted to $38,381,000, the greatest saving is in the item of rivers and harbors, the sum recommended being $8,300,000, against $14,166,153 in 1894. For public buildings the appropriation drops from $1,077,500 to $647,000. For artificial limbs for soldiers from $647,000 to $196,000. Claims for back pay and bounty from $750,000 to $440,000.
