The frequent instances of resistance to the laws of the United States in the South have oftener than otherwise proceeded from the fact that Northern men have been sent there to execute them. To expect that they would be acceptable under the circumstances, is to suppose that human nature has undergone a radical change in that quarter of the world. Apart from unfriendly feelings that the war engendered, Southern men of all parties regard the appointment of Northern men to office among them as an encroachment on their rights, and as invidious. The President should appoint Southern men to Southern offices, just as he appoints Northern men to Northern office; and in a matter of such delicacy as the breaking up of a long standing custom of cutting lumber from Government lands, officials to perform the duty should be selected with reference to their social standing and influence.
