HOUSE OF REPRESENTATIVES.

THURSDAY, JANUARY 26

Mr. Yancey of N. C. reported a bill for the relief of the Analostan Bridge Company; which was twice read and committed.

Mr. Chatfield of S. C. made an unfavorable report on the petition of George Hite; which was read and concurred in.

Mr. Pleasants of Va from the committee of Naval Affairs, to whom was referred the bill from the Senate to authorize the President of the U. States to cause to be built, equipped and employed, one or more floating batteries for the defence of the waters of the United States, reported the same without amendment, and the bill was twice read and committed.

On motion of Mr Taylor, the committee of military affairs was instructed to enquire into the expediency of repealing or amending so much of the act for establishing rules and articles for the government of the armies of the U States, as relates to the infliction of corporal punishment.

On motion of the same gentleman, the committee of ways and means were instructed to enquire into the expediency of imposing a duty on silver plate and jewellery manufactured for sale, in the hands of the manufacturer.

Mr Taylor also submitted for consideration the following resolution:

Resolved, That the committee on so much of the message of the President of the U. States as relates to the Militia, be instructed to enquire whether any, and, if any, what provision ought to be made by law for assessing, collecting or remitting fines imposed on officers, non-commissioned officers and privates, by militia courts martial.

Mr. M'Coy of Va. moved to amend this motion by adding thereto the following: "and that they enquire into the expediency of encreasing the fines on such officers, non-commissioned officers and privates for offences under the militia laws;" which motion was negatived.

The motion of Mr. Taylor was then agreed to as moved by him.

The Speaker laid before the House a letter from the Secretary of the Treasury, transmitting the remainder of the copies ordered to be printed by the House of Representatives of the Digest of the returns of the Arts and Manufactures of the United States.

The bill from the Senate for the relief of Henry Nimmo, was twice read and committed.

The House proceeded to the consideration of the bill from the Senate authorising the purchase of the Library of Thomas Jefferson.

A motion was made by Mr Lewis, that the same be postponed indefinitely.

The question was then stated on the passage of the bill

Mr. King of Mass. moved to recommit the bill with instructions to a select committee to report a new section, authorising the selection of such of the books belonging to said Library as might be necessary or useful to Congress in their deliberations, and to dispose of the remainder at public sale.—This motion was negatived, ayes 56.
