Russian Minister Negotiating With Foreign Minister at Tokio.
Paris, Oct. 6.—Official advices show the Japanese fleet in the harbor of Masanpho, south of Corea. No troops have yet been landed. It is accepted as practically settled that Russia will not evacuate parts of Manchuria on October 8, the date fixed for evacuation. The Russian ambassador to Japan, Baron Derosen, having plenary powers, is now negotiating with the foreign minister at Tokio and there is reason to believe of a possible basis for solution of the difficulty having some prospects of adoption if Russia concedes Japan's foothold in Corea.
