Mr. William H. Barnum, Chairman of the Democratic National Committee four years ago, has positively announced that he will not fill that position this year. He does not attempt to conceal the reason for this step, but plainly says that it is because he differs with Mr. Cleveland on the tariff question, and cannot support the Mills bill and the President's Free Trade message. He believes that the Democratic party is doomed to defeat if it adopts the course marked out by Mr. Cleveland. He has no desire to go down to defeat as the leader of his party on such an issue. So he proposes to get out of the way before the disaster comes. As a private citizen he can look upon the wreck with more equanimity than he could if he were one of the chief actors in the tragedy. Mr. Barnum has a great head, and he is using it to great advantage just now.
