Criticizing Measures.

WASHINGTON,
August 21. The
The people of the United States will not
be tolerate further taxation of life's nec-
essaries. Senator La Follette of Wis-
consin told the Senate today in a
speech flaying the government's war
finance policy.
If the attempt is made, he said, the
mass of the people will lose con-
fidence in the war. He urged imme-
diate conscription of big incomes and
war profits to make the wealthy pay
the biggest share of the cost of the
war.
La Follette pleaded that war ex-
penditures at the present rate will
reach 30 to 40 billions next year
alone. "The majority make a passing
suggestion that at some other time
more convenient to the earner of big
incomes and huge war profits there
will be another tax bill, at the next
session or in the next Congress-or in
the next world.
"But why not now?" La Follette
pleaded. "Why put it off. Whose in-
terest is to be served by keeping
down taxation on incomes and war
profits?"
La Follette urged striking out con-
sumption taxes on tea, coffee and
sugar and raising all revenue through
increase in the war profits and in-
comes.
La Follette would increase the sum
to be raised by the bill $1,500,000,000.
making its total $3,506,570,000.
"I am no prophet, but I am greatly
mistaken if the people accept this
bill," he said.
"Consumption taxes
upon the necessaries of the people
will no longer be tolerated in war.
Surely it is not too much to ask that
they be relieved of the burdens of
war taxation until those who profit
by the war and those who live in lux-
ury and security have contributed a
substantial portion of their surplus."
