AN ACT RELATIVE TO THE PURCHASE OF NEGRO SLAVES BY THE PEOPLE OF THE STATE OF LOUISIANA.
Whereas, the federal government has no power to prohibit the buying of negro slaves by the citizens of this State; and whereas, the right of the people of the State of Louisiana to purchase slave property in any market, whether domestic or foreign, where negro slaves are sold, has never been alienated from her sovereignty, or granted to the control of the federal government; therefore,
Sec. 1. Be it enacted by the Senate and House of Representatives of the State of Louisiana, in general assembly convened. That any citizen or association of citizens of this State be, and they are hereby authorised, to purchase negro slaves from Cuba, Brazil and Africa, and to bring the said slaves so purchased into this State, and to hold the same in full right and title for their own proper use, benefit and behoof: provided, said slaves so purchased and imported into this State shall be subject to the same regulations and tariff of other species of foreign property or import.
