From Colombia.—The latest advices from Cartagena are by the way of Jamaica. Their purport is that the whole country in the vicinity, probably all the department of Magdalena, with the exception of the capital, is in revolt against the authority of General Montilla. He remained in the city, and had banished a number of citizens, among whom were Dr. Rodriguez, Dr. George Lopez and Mr. M. Nunez, who had been fined $20,000, and had arrived at Jamaica.

The movement against Cartagena, which was expecting a siege, was limited to the neighboring district, and directed against the military party. The rest of the country was tranquil, according to previous advices. Provisions had risen to a high price at Cartagena. The Medina, which sailed from New York on the 24th of February, arrived at Cartagena on the 5th of March.
