GIBRALTAR, 3d. DEC. 1823.
"The undermentioned vessels are ordered to be ready by the 15th instant, to leave Cadiz for the Coast of Peru, to aid the Royalist cause; and it is rumoured, that the French forces in the Pacific are to co-operate. These preparations and rumours naturally give rise to speculative ideas of the effect which they may have on the English and American governments. Flour $6 3/4. Ships Asia, 64 guns; Artusa 34, Caulda, 34, Descubierta, 22, Aguiles, 20."
We cannot state positively, the amount of the French naval force in the Pacific, but it is but a short time since we heard of their having two forty four gun frigates in that quarter.--The junction of these vessels would render the Spanish expedition formidable to the Patriots along the coast, though it cannot be well expected to have much, if any, influence upon the internal military affairs of Peru, as the great struggle between the combined Peruvian and Colombian forces, directed by Bolivar, and the Royalists, under Canterac, may be expected to have terminated before the Spanish expedition leaves Europe. Besides, if the late news from London be correct France had pledged herself not to act openly against South America. However, we are not to place too much confidence in this rumored pledge, but be prepared to meet the crisis which the Message of the President has taught us to anticipate.
