It is true that Litchfield once had an excellent law school, and a very celebrated female seminary, and perhaps a few more eminent men than at present : but so far from "an air of neglect and decay," the general appearance of our village was never better than at present. From the "palmy days" alluded to to the present time there has been a gradual improvement in our streets, gardens and shrubbery, and though business is now, and ever has been dull here, there is not to be found in the Union a more delightful summer residence than this same "neglected" village of Litchfield.

If the correspondent of the Herald is the gawky looking genius who was seen perambulating our streets a few weeks ago, we do not wonder at the description which he has given of our village, pond, &c!
