Ed Flynn Passes Test

WASHINGTON, Jan. 27.—(UP)—

The Senate foreign relations committee today approved the nomination of Edward J. Flynn as minister to Australia and gave President Roosevelt a victory in the second test of administration intra-party strength in the new Congress.

The committee voted 13 to 10 to submit to the Senate a favorable report on the President's nomination of the former Democratic National committee chairman.

The nomination will come up for a vote by the full Senate membership next Monday.

Three Democrats—Senators Walter F. George, Georgia; Frederick Van Nuys, Indiana, and Guy M. Gillette, Iowa—joined with the solid Republican minority in opposing Flynn's confirmation.

Senator Robert M. LaFollette, Progressive, Wisconsin, joined with the majority of the Democratic committeemen in approving the appointment.

Here is how the committee voted:

Democrats for (12): Connally, Wagner, Thomas of Utah, Murray, Pepper, Green, Barkley, Reynolds, Guffey, Clark of Missouri, Glass and Tunnell.

Progressive for (1): LaFollette.

Republicans against (7): Johnson of California, Capper, Vandenberg, White, Shipstead, Nye and Davis.

Democrats against (3): George, Van Nuys and Gillette.

Two of the committee's members apparently voted by proxy—Glass and Johnson. Glass is ill at his Lynchburg, Va., home. Johnson is in California, but was known yesterday to have sent his proxy to Vandenberg.

Glass proxy came as somewhat of a surprise, since it was thought yesterday that he would not participate in the voting.
