Washington, Apr. 17-INS - The House prepared today for a fight on another White House vs. Congress issue-whether final settlements of lend-lease accounts shall be subject to congressional approval.
The issue will be brought up when the House considers today or tomorrow a bill extending the Lend-Lease Act which expires June 30.
Rep. Schiffler (R) W. Va., plans to offer on the floor an amendment to curb "the President's power to wipe the slate clean on accounts which he asserts might reach sixty-two billion dollars."
Schiffler predicted strong Republican support for his proposal to require congressional approval of final settlements. He also forecast some votes on the majority side-possibly quite a few if the members understand the difference between my amendment and the Wadsworth Amendment."
The West Virginia congressman's proposal was discharged in committee in favor of the Wadsworth amendment which bars the Chief Executive from making new post-war economic or military commitments in connection with lend-lease settlements. Schiffler declared this "only restates existing law" and asserted "there is nothing in it to keep the President from wiping the slate clean of any or all obligations owed us under lend-lease."
Meanwhile, Democratic leaders on the Foreign Affairs Committee prepared to fight the Schiffler move.
Rep. Luther Johnson (D) Texas, ranking majority member, declared it would "result in the world uncertainties that followed the first World War."
