WASHINGTON. Feb. 12.—A political crisis is impending, and, before many days, it is very probable that there will be a radical change in the policy of President Hayes toward the South, at least so far as Louisiana is concerned. The President and the entire Cabinet are very much wrought up by the trial and conviction of General Anderson, and make no attempt to conceal their feelings.
