BRUSSELS, April 26.

General Dumourier's prospect of restoring a king and constitution to France, has totally miscarried. I am the more sorry for it, as I am persuaded its success would have saved a deluge of blood. A limited monarchy in my mind, is the best government ; and such an alliance as was proposed to be the consequence, would have certainly secured to the French a rational system of liberty. Though I must in my conscience, blame all foreign interference (open or clandestine) in the affairs of France ; yet as this interference has been carried so far, I should have been glad to see it terminated in a way favourable to humanity, and not inimical to freedom : a very different result may now be apprehended. It seems as if this project had miscarried from want of co-operation at Paris. Dumourier's letters avowing his designs were intended as the signal for the Orleans party to rise. The assembly concealed these letters, and the report of the commissioners, as long as they could ; it was important for them to gain time, because the new levies were agitators. Had they attempted a massacre, they would have been directly laid hold of. Their emissaries threatened, in the tribunes of the assembly, sixty of the most noted republicans, but did not dare to put their threats in execution. In short, this insurrection not having taken place at the time it was expected, Dumourier durst not venture with the few troops attached to him into the heart of the kingdom ; he proposed reinforcing his army with a body of Austrians, and this circumstance cooled most of his friends. The constant method is to keep themselves too much backward, and depend too much on their agents, so that what has happened to Dumourier is no more than what before happened to the late king of Sweden and the Brabanters.
