CHEAP POSTAGE.

Since the enactment of the cheap postage system in July 1851, the receipts from that source have fallen short of the expenditures to a considerable amount. In view of this it is generally supposed that the Post Master General will recommend a return to the old system of postage on papers and letters. We think the system has hardly had a thorough trial yet, and until it has that it should not be changed. Even suppose the present system is unable to support itself would not that be a better and more equitable way of depleting the Treasury than by quartering a whole standing army of official leeches on it, thereby relieving it of any symptoms of plethora! There will be great difficulty in raising the rates of postage to the former standard, and it will be the better plan to try the present system well before abandoning it.
