JAPANESE CABINET HAS
AGREED ON BASIS FOR
RUSSIAN NEGOTIATIONS

TOKIO, July 25.—The Japanese cabinet has agreed on a basis of negotiations with Soviet Russia for the recognition of that government.

Diplomatic "conversations" have been in progress for some time between Japan's representative, M. Yoshikawa, and the Soviet envoy, now ambassador, to Peking, M. Karakhan.

The Japanese representative returned here several weeks ago and it was then assumed that Japan would proceed with official negotiations to reach an agreement and treaty with the Soviet government.

The outstanding obstacle between the two nations was northern Sakhalin Island, which has valuable oil resources. The Japanese occupied this territory after the Nicolaievsk affair, altho it is claimed by the Soviets, who have granted Harry Sinclair, the American oil capitalist, concessions there.

Event Details

The Japanese cabinet agreed on a basis for negotiations with Soviet Russia for recognition of that government. Diplomatic conversations have been ongoing between Japan's representative M. Yoshizawa and Soviet envoy M. Karakhan in Peking. Yoshizawa returned to TOKIO several weeks ago, leading to assumptions of official negotiations for an agreement and treaty. The main obstacle is northern Sakhalin Island, occupied by Japan after the Nicolaievsk affair, despite Soviet claims and oil concessions to American capitalist Harry Sinclair.
