Which is the Higher, the More Patriotic?

The offices belong to the party that is in power, and that party is wise that recognizes the fact that while a great many people go to the polls to vote on the tariff, the currency and such questions as these, ninety-nine hundredths go there primarily to vote one set of officers out and another in, or to keep one set in and another out.

The distribution of party rewards for party action is no longer the main spring of a political campaign. The situation must be intelligently met by those in charge of our political organization. No party, I care not whether Democratic or Republican, can get the support of the mass of voters by merely promising the party rewards for party supremacy.
