VIRGINIA LEGISLATURE.

HOUSE OF DELEGATES.
Saturday, Feb. 28.

A communication was received in the morning from the Senate—stating that they had passed the bills entitled "an act further to amend the act incorporating the Chesapeake and Ohio Rail Road Company;" "an act concerning the Auditor's salary;" "an act imposing taxes for the support of government;" and "an act concerning indexes to deeds."—Likewise, with amendments, the bill entitled "an act concerning the Reporter to the Court of Appeals," which amendments were agreed to by the House—Also, that they had rejected the bills entitled "an act authorizing an enlargement of the Public Warehouse in the town of Petersburg," and "an act concerning the Penitentiary Institution."

The following engrossed bills were passed: "To amend the Revenue laws;" and "concerning the Library."

On motion of Mr. Upshaw of K. & Q. leave was given to bring in a bill to amend the act "concerning the Armory and for other purposes;" and the committee had leave to sit during the session. Mr. Upshaw afterwards asked that the committee be discharged from the further consideration of the subject, which was granted.

A report of the Library Committee was taken up, on motion of Mr. Byrne, and agreed to, Mr. Boisseau having made an unsuccessful motion to postpone it indefinitely.

Mr. Holliman from the committee to examine enrolled bills, reported that the committee had examined enrolled bills up to 175, and had found them truly enrolled.

Two reports from the Committee of Finance were read and agreed to.

One of the resolutions of the Committee, declared it inexpedient at this time to make an appropriation for additional buildings to the Western Lunatic Hospital.

The other resolution declared it inexpedient to grant further time for the payment of taxes on land, returned delinquent for the non-payment thereof.

Mr. Brown of Harrison offered the following resolution:

Resolved, That the Committee of Privileges and Elections be instructed to inquire whether in any one or more of the cities and boroughs of this Commonwealth, now entitled by law to representation, the number of persons having the right of suffrage, has been for the space of seven years successively, less than one half the number of voters in some one county of Virginia; that said committee be authorized to send for persons and papers, and to make report by bill or otherwise.

On motion of Mr. Mason of K. G. this resolution was indefinitely postponed, Mr. Brown having made an unsuccessful motion to lay it on the table.

On motion of Mr. Crump, Resolved. That when this House adjourns this day (Saturday) it will adjourn till the 31st of March.

On motion of Mr. Nelson, Resolved, unanimously, that the thanks of this House be presented to Lin Banks, for his able, dignified & impartial conduct as Speaker, during the present session.

The Speaker then vacated the chair to sign enrolled bills.

A second communication was received from the Senate that they had passed, with an amendment, the bill entitled "an act appropriating the public Revenue"—which amendment was agreed to by the House; and that they had receded from their disagreement to the first amendment of the House of Delegates to their amendments to the bill entitled an act to amend the several acts, concerning the Richmond Dock Company.

And then the Speaker vacated the chair till half past 3 o'clock.

EVENING SESSION

The Speaker resumed the chair at half past 3 o'clock.

A communication was received from the Senate, that they had passed the bills entitled "an act to amend the Revenue laws:" and "an act concerning the public Library." Likewise, with amendments, a bill entitled "an act concerning the Kanawha Road & Bridge, and for other purposes." The above amendments were agreed to by the House.

On motion of Mr. Nelson, the Committee of Schools and Colleges were discharged from the further consideration of so much of the Governor's Message as relates to the establishment of a deaf and dumb Asylum.

Mr. Minor was requested to inform the Senate, that this House having finished the business before it, is now ready to close the present session.

Soon after, Mr. Dromgoole from the Senate announced that there being no business before them, are now ready to adjourn to the first Monday in December.

And then, on motion of Mr. Yancey, the House adjourned until the 31st of March.

Before adjournment, the Speaker addressed the House in a neat and affecting Valedictory.
