A resolve has passed the two Houses of the General Court (Legislature) of the State of Massachusetts: directing that 13 of the Electors for President and Vice President of the U. S. shall be chosen in Nov. next by the congressional districts, and the other two by the people at large.

This mode was recommended on account of the particular inconvenience of assembling the Legislature for the purpose the present year. It might, however, have been recommended by considerations still more cogent. It is a mode more congenial to the principles of our government and the habitudes of the people. We hope to live to see the day when our constitution will direct that the Election of Representatives to Congress, and of Electors of President and Vice President, shall be made by districts throughout the Union.
