The Plattsburgh Republican of the 22d inst. (which we received by last night's Northern Mail) contains Sir George Prevost's proclamation to the inhabitants of his B. Majesty's Provinces in North America, dated at Quebec the 12th inst. He charges all the blame of the destruction of our frontier towns and pillage of the inhabitants, on our government, for having burnt New Ark, &c. and concludes by stating, that it is not his intention to pursue further this system of warfare, unless the measures of our government should compel him again to resort to it. This proclamation is of great length, but shall be given in to-morrow's Gazette.
