The New York Herald has got new light on the subject of manifest destiny. "No more annexations" is now its motto. Instead, a chain of American republics, dwelling together in unity, stretching in time from pole to pole, including ourselves, the United States of Canada, of the West Indies, of Mexico, of Central America and of South America. It would have these republics wholly independent of each other as regards the management of their internal affairs, but closely bound together by helpful friendship, by community of interests and institutions, by enlightened commercial treaties, and by a common resolution to make it unwholesome for the despot and the tyrant on this side of the Atlantic. This is substantially Mr. Sumner's policy, and it will bear thinking of.
