What is this article about?
Letter to Mr. Russell publishes an extract from a Georgetown paper noting European recognition of American mechanical ingenuity, specifically the Empress of Russia's inquiry to Mr. Whiting about a 600-foot bridge arch. It then queries Whiting's qualifications, crediting Mr. Timothy Palmer with America's largest 244-foot arch bridge near Portsmouth, NH.

Full Text
"THE mechanical ingenuity of the Americans, is already noticed in Europe—It appears the Empress of Russia sent to Mr. Whiting, of New-England, to be informed whether he can throw a Bridge over a river in her dominions. which requires a arch of 600 feet. He has sent her a model for the purpose."
QUERY—If the Empress had made an impartial inquiry, would she have made application to a person who has never exhibited to the world, any proof of his abilities in that line. The model sent, (perhaps) was that of the Arch near Portsmouth, in New-Hampshire. constructed and built by Mr. Timothy Palmer, of Newbury Port, which is 244 feet in length, and the most extensive in America; the construction of which, Mr. W. has no claim to, any reports of his to the contrary notwithstanding.
