PARIS, Nov. 30.—While the people of England are clamoring for some action by their government looking to the question of putting a stop to the barbarous state of murder and anarchy now rampant in Mexico and the British government is sitting tight awaiting the pleasure of the United States and strangely upholding the Monroe doctrine all Paris is ablaze with indignation at the reports received from Mexico.

The Times today says editorially that the time has come for the nations of Europe to take up the burden which the United States is shirking and the paper demands that intervention, without regard to the feelings and policies of the United States, be instituted by the combined powers at once.

The paper points out that contrary to all civilized rules of warfare, prisoners are being executed by both sides and says that already over three thousand soldiers captured in battle and held as prisoners of war have been murdered in cold blood. This state of affairs the Times bitterly remarks rivals the darkest days of the French revolution and is a disgrace to modern civilization.

The leading journals of Paris are following the lead of the Times and declare that the United States has neither kept her word to Europe nor seems likely to solve the problem which it is her moral duty to solve. Le Petit Journal de Paris, in a scathing article, accuses the United States of allowing the war in Mexico to go on because both the present administration and the preceding one are influenced by money interests and fear the unpopularity of bringing on a war with Mexico.

The last named paper declares that now the time has come when the United States should be eliminated in international affairs in the Americas, as she already has been in Europe and Asia.
