Washington, Jan. 18, 1846. There appears to be an unusual bustle in the Navy Department, said to be caused by the arrival of dispatches from Vera Cruz, within a day or two past. Every ship in ordinary and on the stocks has been ordered to be got ready for sea as fast possible. Rumor says that Herrera, not liking too close a fellowship with Paredes, is anxiously looking for aid from the United States to sustain him in maintaining his government, and with a view to conclude all existing difficulties between this government and hers. Our fleet is ordered to Vera Cruz forthwith, and the forces at Corpus Christi, it is said, will co-operate as far as practicable with it, for that object. I wrote you some days ago that a triumvirate had been formed between Herrera, Paredes, and perhaps, Almonte. This has been done upon the principle of the French Directory, which must terminate as that did, in the ascendancy of one or the other of these as supreme dictator, or military despot. Herrera is too weak and imbecile to withstand the power and impetuosity of Paredes; and therefore, would be willing to seek the aid of this country to establish his power upon a permanent basis, and against the encroachments and control of the General-in-chief of the Mexican forces. In consideration for this, he is willing to compromise difficulties with us, and terminate the dispute growing out of the annexation of Texas to this country. In a few days we shall hear of our squadron sailing for Vera Cruz, and our army embarking for that or some other port in Mexico. Things begin to turn up curiously. The anecdote related of Governor Marcy, in my letter of Thursday last, caused him to laugh so immoderately, that he came near bursting his breeches.
