An Extract of a Letter from Hamburgh, dated July 28.

The King of Sweden some Time ago caused a Memorial to be presented by his Envoy at Peterbourg to the Empress of Russia, v.
Among other Things, that Prince sets forth, 'That it was generally reported that the Court of Russia had ordered a Mandate to be published in all the Churches of the Villages upon the Frontiers of Finland under Sequestration, whereby the Inhabitants of that litigated District were commanded to pay eight Years Arrears of Contribution to a Russian Collector, and to acknowledge the Empress of Russia for their Sovereign:' The Court of Sweden likewise notified this trifling Affair to all the foreign Ministers residing at Stockholm, adding, that it was an Infraction of Treaties, and that even Redoubts had been erected in this District by the Engineers of Russia. To which Memorial the Russian Ministry caused a smart Answer to be made to the following Purpose: That since the Complaints of the Court of Sweden had no other Foundation than a Report, the Swedish Ministry would do better for the future to address themselves directly to the Court of Russia before they make ill-grounded Complaints to foreign Ministers; that Russia had not made the least Alteration to the District in Question, nor had received or demanded any Contribution from its Inhabitants; but Sweden, contrary to the Tenor of the Sequestration, had, for two Years past, raised Money upon them, of which Russia, from the Insignificancy of the Subject, had taken no Notice; and that a List of Inhabitants was taken by the last Power, with no other View, than to know how many of them each Nation ought to have for Subjects; that the Redoubts which Russia had made in the Neighbourhood, were incontestably upon the Territories of her Imperial Czarina Majesty: In short, it seemed as though Sweden was factious, and in Humour to pick a Quarrel, if she had Forces to support it.
