PHILADELPHIA, February 2.

Every body (says a correspondent) must rejoice to see the late agreeable change in the state of public affairs. Order, economy, and justice, begin to prevail every where.

The widow, the orphan, the aged citizen, and the half starved soldier sing for joy at the bare mention of the name of Mr. Morris, to whose abilities and industry we are indebted for the revival of public and private credit. The army already experience the good effect of the knowledge and punctuality in business of Gen. Lincoln at the head of the board of war, and foreigners begin to reap the advantages that were expected from the appointment of a gentleman of Mr. Livingston's education, talents, and agreeable manners, as secretary of foreign affairs. The comptroller of accounts, Mr. Milligan, is well known for his experience in the business to which he is appointed, and for his severe republican integrity. The auditor's office too is filled, with gentlemen of the most unexceptionable characters. The quarter-masters and commissaries of the army are no more charged with speculation: The principal officers in these departments are citizens of the most suspected virtue, who appear to act from the best motives of patriotism.

With such able executive officers at the head of our government, there is nothing wanting but vigor and industry in the States, in raising their quota of money and men to bring the war next year to an honorable conclusion, and to render our country the happiest and freest spot upon the surface of the globe.
