Revolt in Porto Rico—Quesada Still in Good Position.

WASHINGTON, July 14.—Advices from Cuba to the 2d inst. have been received by friends of the Cubans in this city announcing that the reported rising in Porto Rico has caused great rejoicing in the camp of Gen. Quesada. Spanish deserters to the Cubans report the dissatisfaction in the Spanish army as increasing every day, and an open revolt was threatened. The officers keep their commands together with great difficulty. The volunteers are said to have formed a secret organization to overthrow the Government of the island, with juntas in every district. They now virtually control the Government, and the Captain-General can carry out no policy not declared by them. The Spanish troops are said to prefer the success of the Cubans to that of the volunteers. Cholera is prevailing among the Cubans in the eastern district, and very fatal. The vomito is malignant on the coast in the low country. The scourge is telling fearfully on the Spanish troops. Quesada still holds his own before Puerto Principe, and it is predicted that he will be in possession of the town and railway to Nuevitas in a short time. It is reported that the Cubans had gained a decided victory in the Santiago de Cuba district. Gen. Jordan and command have so far escaped the pestilence. An important engagement was expected in a few days, which, in a measure, would decide the result of the contest.
