FOREIGN ARTICLES.

Kleber has the command of the right wing of the army of England, which is to stretch from Calais to the north of the Scheldt. A corps of French and Batavians is likewise to assemble at Flushing.

The Victoria arrived on Saturday the 7th inst. from Bordeaux at New York. She left the city on the 10th February, and the light house on the 20th.

By her we learn that all the merchant ships at Bordeaux were in a state of requisition; that a provision fleet for Brest was soon to sail; that preparations were making with the most unceasing activity in every port of France for the expedition against England; that subscriptions were yet open to increase the means of the government, to which the people subscribed very generally. Accounts at Bordeaux of our commissioners were various and contradictory: little business doing; no insurance to be had. An embargo was soon expected. Americans were well treated; our produce low, except tobacco.
