Whether the Common Council have the power to establish a Library or not, the propriety of their doing it is questionable, and many of our people would object to it. It appears to us therefore that this plan should be dismissed from consideration.
By the terms of the bequest of Mr. Stryker, the sum to be raised, corresponding with that left by him, may be raised by the citizens. The amount is $1800. Divide this into 360 shares, of five dollars each, and ask the citizens to subscribe. Let it be understood that the stock shall draw interest, or, in lieu thereof, carry with it the privileges of the Library to a certain extent, and the control. The movement might be inaugurated by the Board of Trade, as was recently suggested.
The effort to get subscriptions would test the question as to whether the people want a Library. Almost any young man who really wishes to improve his mind, would manage to take a share, giving him, say, the privilege of free access to the Library rooms; and doubtless many of our citizens would subscribe several shares. It ought not to be difficult to get 360 shares subscribed, even in these hard times. The subscriptions would secure the bequest, and the expenditures could be so managed as to make them no faster than circumstances require, while the amounts unexpended could be at interest until needed.
