Extract of a letter from New-York, "It is now ascertained from good authority, (though it had been kept secret,) that Mr. Warden, the agent of General Armstrong, came out in the "Happy Return" from France, and brought a Treaty, which has been laid before the Heads of Department;—where it is said to have been violently opposed by Gallatin, who declared the country was not in a state to go to war with England; and this division in the Cabinet, together with the violent opposition in the House of Representatives to Giles's resolutions, has discouraged the President, who dares not try the Treaty before the Senate;—and the administration is now at a loss how to contrive measures to attain their object. It is generally believed, that Jackson's dismissal took place in consequence of receiving this treaty from France; which stipulates for a rupture with England. The nation is sold to France, and the people only can prevent a delivery of the country, bound hand and foot, into the clutches of the tyrant of the European continent. We see that your Legislature is in session. We are anxious to see the Governour's speech and answers—for unless Massachusetts takes the lead, in opposition to the French alliance, we must despair."
