SIR,
COL. UDNY HAY having lost most of his vouchers in support of his charges against the state as state agent, in a fire which consumed his dwelling house in March, 1783—and the propriety and integrity of his transactions in that office being thereby rendered liable to suspicion:—in justice to the public (who ought as far as possible to be acquainted with the conduct of all their servants) as well as to that gentleman, I request you to publish the following extract from a certificate given by the gentlemen appointed by the legislature to assist me in the settlement of Mr. Hay's accounts, the sentiments contained therein meeting my hearty concurrence.

We do further certify, that during a long and most accurate investigation made by us at sundry times into Mr. Hay's accounts and conduct while in the service of the State, he gave unequivocal proofs of his candor and uprightness, by his ready answers to every question we asked relative to any part of his business, exhibited convincing evidences of his integrity, activity, and assiduity as an officer of the State, and fully proved to our satisfaction, that by an intermixture of zeal and prudence in the management of various matters committed to his charge by the legislature, the State has reaped very consequential advantages.
