EXTRACTS FROM THE JOURNALS OF
THE HOUSE OF DELEGATES.
Wednesday, January 14.
A communication from the Senate by their clerk:
The Senate have passed the bill, "Changing the manner of electing common councilmen of the city of Williamsburg"--and the bill, "To amend an act for reducing into one act the several acts concerning the court of Appeals," with amendments, to which they request the concurrence of the House of Delegates.
The house proceeded to consider the amendment to the first named bill, and the same being twice read, was, on the question put thereupon, agreed to by the house.
The house proceeded to consider the amendments to the last named bill, when a motion was made to postpone the further consideration of the said bill, with the amendments, to the first day of March next; and the question being put on the said motion, it passed in the negative--Ayes 20, Noes 128.
The question being then put on the said amendments, they were severally agreed to by the house.
An engrossed bill, "To amend an act, entitled, "An act reducing into one the several acts concerning the establishment, jurisdiction and powers of district courts," was read a third time and the title being amended, it was passed.
On motion, Ordered, that the committee of the whole house on the state of the commonwealth be discharged from further consideration of the amendment proposed to the constitution of the United States, by the legislatures of the states of Maryland and Tennessee.
On motion, Resolved, The General Assembly having received and respectfully considered the resolutions of the legislatures of the states of Maryland & Tennessee, on the subject of obtaining an amendment to the constitution of the United States: Resolved, that it is unnecessary to attempt to obtain the amendment proposed by the said resolutions.
Ordered, That the clerk carry the said resolution to the Senate and desire their concurrence.
Thursday, Jan. 15.
An engrossed bill, "Imposing taxes for the support of government," was read a third time;
The question being put upon filling the blank in the following clause, to wit: "On that portion of the capital stock of the bank of the United States, which is deposited in the branch bank at Norfolk, a tax of __ per centum;" a motion was made to fill the said blank with the words "one and one eighth of one:" & the question being put on filling the blank with the said words, it passed in the negative, Ayes 75--Noes 76.
The question being then put on filling the said blank with the word "one," it passed in the affirmative, Ayes 139--Noes 1.
Several other blanks in the bill were then filled up:
Resolved, That the bill do pass, and that the title be, an act, "Imposing taxes for the support of government."
Ordered, That the clerk carry the said bill to the Senate and desire their concurrence.
The house, according to the order of the day, resolved itself into a committee of the whole house on the state of the commonwealth; and after some time spent therein, Mr. Speaker resumed the chair, and Mr. Randolph reported, that the committee of the whole house on the state of the commonwealth had, according to order, had under their consideration, a bill, "To appropriate the public revenue," had gone through the same and made several amendments thereto, which he handed in at the clerk's table--
One amendment proposed by the committee is in the following words, to wit: "To pay the warrant of the Auditor of public accounts in favor of Adam Beard and Andrew Hosea, the sum of sixteen hundred and thirty-one dollars and seventy-five cents, being the amount of a judgment of the district court of Richmond, in behalf of Beard and Hosea against the commonwealth: to be paid after the first day of October next." The said amendment being twice read, was on the question put thereupon, agreed to by the house, Ayes 65--Noes 27.
The remaining amendments being severally read a second time, were agreed to by the house, the bill further amended, and as amended, ordered to be engrossed and read a third time.
Friday, Jan. 16.
A communication from the Senate by their clerk:
The Senate have agreed to the resolution on the subject of the amendment proposed by the Legislatures of the state of Maryland and Tennessee, to the constitution of the United States. And their committee have examined several other enrolled bills, which, being found truly enrolled, have been signed by their Speaker.
An engrossed bill, "To repress and punish certain acts hostile to the peace and tranquility of the United States within the jurisdiction of this state," was read a third time and passed.
