TOUSSAINT ARRESTED

BALTIMORE, JUNE 21.

The following letter and proclamation were last evening received at Bryden's Coffee-House, from a French gentleman laying off the part, at Guarantirie, which has been translated for the Telegraphe.

There is an avenging God who punishes perfidy.

The traitor, the cunning villain, is at length in irons. Toussaint has been arrested at George's plantation, of Gonaives district, the seventh of this month, as well as his captain, Guiries, and even companions of his crimes, by an officer named Ferrary, and five of his brave soldiers--all resistance became vain, they were seized, bound hand and foot, mounted upon horses and conducted to Gonaives where they were instantly embarked on board the Creole frigate. The correspondence of this villain has been discovered ; he meditated new crimes. They were principally directed against the General in Chief Le Clerc, his family and body guard.--Fontaine, his first aid-de-camp, arrested same day at the Cape, and imprisoned, was charged with furnishing him details, and preparing a new conspiracy. The chief Sylla is actively engaged in counteracting his schemes ; as supplies of all species of military stores, particularly gun-powder packed in sour barrels, were promised him by some persons of the United States, and which he was assured of receiving by some trusty agents. What a bloody enterprize! we may indeed exclaim with the poet--

O! Quid non mortalia pectora cogis,auri sacra fames.

I annex the proclamation, signed by the general in chief, of an event so interesting to the human race, and the future prosperity of St. Domingo. It is impossible to describe the joy which this publication has produced amongst all the inhabitants of the Cape.

In the evening all the city was voluntarily illuminated without public orders, and effigies respecting this hypocrite brigand, were burnt by the negroes in different places.

The General in Chief, to the Citizens of St. Domingo,

Gen. Toussaint did not wish to enjoy the amnesty which had been granted to him ; he has continued to conspire ; he was just going to rekindle a civil war; I thought it necessary to have him arrested ; the proofs of his treacherous behaviour since the amnesty, will soon be published; this measure which insures peace to the colony, ought not in any way to make uneasy those who have laid down their arms and submitted themselves with good faith to the Republic.

Extract of another letter from Cape-Francais, to a gentleman at Baltimore dated 5th June.

"I must inform you with infinite pleasure, that Toussaint, his party and accomplices, are arrested, put in irons, and on board the frigate Le Creole, bound for France, to answer for the many crimes he has committed. The Cape has been illuminated, and the effigy of Toussaint borne in every direction, by the coloured people, and universal joy is conspicuous in every countenance."
