Practical Neutrality

In our opinion Congress should pass a new law making effective for a limited period the provisions of the present act prohibiting shipments of arms, ammunition and munitions of war to belligerents, and also prohibiting the shipment of specified materials of war, subject to the discretion of the President. In other words, an act authorizing the President to order embargoes upon arms and materials of war when, as, and if he sees fit to do so in the interests of peace. Such a delegation of power would be in accord not only with the Constitution, but with precedents from the beginning of our government.
