DETROIT, (AP) - Industrial Detroit yesterday gave Soviet Deputy Premier Frol R. Kozlov the treatment usually accorded heads of state.

Kozlov was welcomed by business executives despite a snub from the city's mayor. On a forenoon tour there were no unfriendly demonstrations.

At the Ford Motor Co., Kozlov was greeted by the president, Henry Ford II, and the board chairman, Ernest R. Breech.

Kozlov's tour may be one big objective of his visit: studying how and why capitalism works.

Mayor Louis C. Miriani carried out his announced intention of ignoring the visit of the right-hand man to Soviet Premier Nikita Khrushchev.
