FROM FRANCE.
By the ship Weymouth, captain Rich. from Bordeaux, French papers to May 14, have been received. They contain many addresses to Bonaparte, requesting him to accept of the title of Emperor. If there were no other reasons to shew these addresses were unnecessary, sufficient will be seen in the proceedings of the Tribunate, where it is avowed, that the establishment of monarchy has been long contemplated, and that the consulship was merely intended as an intermediate step.
PARIS, May 17.
Yesterday an extraordinary meeting of the Senate was held. All the ministers were present except the minister of foreign relations, who was indisposed. Three orators of the council of state were present. It is presumed that this Senate had for its object, the presentation of the important Senatus Consultum that is looked for, with impatience by all France. We are assured it contains more than 143 articles, divided into four titles.
Yesterday a Grand Council of State was held.
The Conservative Senate is to meet this day, to hear the report of its committee upon the Senatus Consultum.
The trial of Moreau and others is said to be definitively fixed for the 25th of May.
General Lassale, commander of the 4th regiment of Veterans, and a member of the Legion of Honor, addressed the following speech to the Veterans under him assembled on the 2d instant, at Maubert Place.
Comrades!--The departments---the army in general---being well apprized of the incredible services which the First Consul has rendered to France, as well by recovering and extending its frontiers, as by re-establishing the public worship by the encouragement given to industry, by giving to the world peace, which the perfidy of England alone has interrupted, are desirous, in order to insure our happiness, to recompense his extraordinary virtues by a title more exalted; and to prevent civil wars, the consequence of elections, by the establishment of a succession in the family of "Dieu donne," (the gift of God) our Deliverer.
Your commanders are anxious to vote an address to him, to request of him this new benefit. I invite you, in the name of the gratitude we owe him, of the admiration he inspires us with, and of the future happiness of the state, to add your signatures to ours, in order to confirm to him, that his former brother-soldiers have a just sense of his merits, and that they nominate him Emperor.

Addresses to the French Government for the establishment of Monarchy have been sent from the cities of Strasburg, Colmar, Nancy, Mayence, Bruges, Montpellier, Versailles, Orleans, Caen, Havre, Dunkirk, and Aix-la-Chapelle, Mezieres, Ghent, Dijon, Treves, D'Evreux, Tours, the department of Jemappes, Morbi han and l'Oise.
The people of Lyons have asked for the honor of having Bonaparte crowned in that city.
The Legislative body was to meet at Paris July 14, when it was expected the coronation would take place.
A man who publicly called himself the Dauphin of France, has been arrested at Marseilles, and sent to the house where persons deranged in mind are kept.
