Synopsis of Legislative Proceedings.

SENATE.
January 29.

The Act fixing salaries of County
Judges in San Diego and San Bernardino
counties, was passed.

NO-FENCE LAW.

The report of the Committee of Conference on Assembly bill No. 125—To
protect agriculture and to prevent the
trespass of animals, etc.—was then
taken up. The report was as follows:

Mr. President: The Committee of
Conference upon the disagreement of
the two Houses as to the amendments
to section 11, as now numbered, of Assembly bill No. 125—entitled an Act
to protect Agriculture, and to prevent
the trespassing of animals upon private property in the counties of Fresno,
Tulare, Kern, Ventura, Santa Barbara,
San Luis Obispo and Monterey—
beg leave respectfully to report that
after a careful and dispassionate examination of the subject of this disagreement they recommend, in lieu of
the two amendments not concurred in
or agreed to by the two Houses, the
adoption of the following words to be
added at the end of Section 11 as now
agreed to by the two Houses, as being
most likely to reconcile the opposing
interests: The words to be added to
said Section 11 are as follows: "And
shall take effect and be in force in all
those portions of Tulare and Kern
counties not above described, and in
the counties of San Luis Obispo and
Monterey on the 26th day of June,
1874."

The report was adopted.

ASSEMBLY.

The Committee on Agriculture recommended that certain petitions in
relation to the no-fence law, be referred to the San Diego delegation.

The Judiciary Committee recommended the passage of an Act concerning conveyances by the municipal
authorities of San Diego.

The Santa Barbara delegation recommended the passage of a substitute for Assembly Bill No. 30—an Act
concerning conveyances in Santa Barbara county.

Mr. Gilmore introduced, without notice an Act to authorize the Governor
to employ counsel in certain cases
pending in the United States Courts.
The cases referred to are six cases in
which the Central Pacific Railroad
Company is the plaintiff, and the Tax
Collectors of Nevada, Placer, Sacramento, San Joaquin, Alameda and
Santa Clara are the defendants, now
pending in the United States Circuit
Court. The Act appropriates $12,000
for the purpose indicated. Referred to
the Committee on Ways and Means.

Ingham introduced a proposed
amendment to section 10 of Article 9
of the Constitution of the State; "Section 10 of Article 9 of the Constitution
of the State is amended to read as follows: The credit of the State, or any
county, city or town therein, shall not
in any manner be given, or loaned to,
or in aid of, the State, or any city or
town therein, directly or indirectly,
tion or corporation, nor shall the property, money or bonds of the State, or
any county, city or town therein, be
given or loaned to any corporation, except corporations formed for municipal, educational or charitable purposes
only." Referred to the Judiciary Committee.

NO-FENCE LAW.

Ferguson presented the petition of
the Committee on Conference on Assembly Bill No. 25—An Act to protect
agriculture etc. [See report in Senate
proceedings.] The report was adopted.

The bill to regulate fares and freights
was passed by a vote of 68 to 8.
