Lieutenant Maxwell, of the regular army, who has been sentenced to two years' imprisonment for selling duplicate vouchers of his pay, was a protege of Hayes. He was one of the subordinate Radical agents sent to Florida, and on his return from that mission informed Mr. Hayes of a conspiracy to assassinate the latter on his journey to the National Capital. As Hayes' body-guard he became conspicuous at the inauguration and was given a place in the secret service in return for his services. Subsequently Hayes nominated his protector to a second lieutenancy in the army, and after one adverse report from the Senate Military Committee and in spite of the protest of the Secretary of War, Maxwell was at last confirmed. He had realized $2,000 by the sale of duplicate vouchers when his practices were discovered and a court-martial put an end to his successful career. It was one of Hayes' "special cases.".
