But when a British writer (even Cobbett) arraigns the measures of his government, his productions are hailed as 'the oracles of wisdom' and patriotism is stamped in every line. The truth is that if the press, or any citizen is deprived, either by law or by terror (for the effect will be the same) of the right of examining freely these measures which lead to war, an ambitious administration might make war with or without cause, whether it advanced the glory and prosperity of the nation, or produced its disgrace and ruin.
