EXTRACT--From the Albany Register of the 14th instant :-

"It is industriously propagated, that as war may be inevitable, we must not think of any changes in the administration. That Mr. Madison must be re-elected, as a matter of course, firstly because of approaching war, and secondly, because eight years is the shortest term which ought to be allowed for the presidency of one man. But we agree with neither of these propositions. If war is to suspend the free and unbiassed operation of the elective franchise ; then all that an ambitious president has to do, to retain himself in office, is to seek a state of hostilities with some foreign power. And as to the right to hold for eight years, the people taught Mr. Adams a far different principle.

"We never have done, and we never shall pursue a crooked or ambiguous course. We have perceived for years a system going on at Washington, calculated to degrade this state. We know that Gallatin is the vital spirit of this system-and we know that his influence is paramount with the administration.-- We believe it time for this state to assert its right to the presidency, and highly and sincerely as we respect Mr. Madison for the good qualities he possesses, there is nevertheless a character among ourselves that we think superior to him in every qualification that constitutes real greatness. We see no reason, therefore, why those who wish the state of New-York to assume the rank she is entitled to in the union, should hesitate to come forward and recommend the nomination of a president on her part. Virginia has nominated, and so has Pennsylvania.--Why then should New-York remain silent ?

"SILENT! NO! This great State, this proud pillar of the American confederacy, will no longer sleep in inglorious indifference to the destinies that await her. Her voice must and will yet be heard in the councils of the union. Her favorite son will yet receive the suffrages of his country, and by the vigor of his genius, and the valor of his heart, restore her to permanent and honorable peace, or triumph with her in decisive and glorious war."
