There has been some difficulty in settling the precise formalities to be observed by the new Prince of Bulgaria when appearing before the Sultan at Constantinople, so as to mark his vassalage while recognizing his partial independence. This knotty point has at last, it is announced, been settled. Among other things, the question as to the dress which the Prince is to wear at the Sultan's court has proved difficult of solution. The Sultan at first claimed that the Prince should wear the Turkish uniform, as the hospodars of Moldavia and Wallachia used to do in former times. It has, however, now been settled that he shall be allowed to wear the European dress; only the Sultan insists that he shall wear a fez, and this point has been conceded.
