The Port Townsend Argus, in alluding to the clean sweep made by the new Collector of Customs, of all subordinates in his office, says:

"Civil service reform doctrines are disregarded, and experienced officials are being displaced by inexperienced fellows who with few exceptions can hardly distinguish a small pox signal from a pay roll. It will ever be thus till we emerge from the condition of Territorial vassalage to the full vigor and independence of statehood in which American citizens are at least supposed to be competent to select incumbents for their positions of trust."
