CONSTANTINOPLE, Feb. 3.

The courier sent by the Russian Envoy last December, has not yet returned, the occasion of the affairs of the empire remain till the time, and will till the answer of the Courts of Russia, which is to decide some matters of last importance; in the mean time it is generally supposed: peace will be preserved,
every one who is acquainted with the
great resources of this empire agree, that
it is not in a situation to support a new war,
the public treasury is so much exhausted,
that the expenses of the first consequence can
only be supported. insomuch that they are
barely able to repair and refit the squadron,
which was employed last year in the Black
Sea; so to build new ships, which would
require, as our whole Fleet at
present consists only of 16 ships of the line.
