Next is an abstract of the law for regulating political clubs:

Art. 1. All Spaniards shall have a right to discuss public affairs, in conforming to the provisions of the law.

Art. 2. Every meeting or society not authorised by the law, shall be instantly dissolved.

Art. 3. No meeting or associations can take place but by virtue of a licence from the local authority, who shall take the measures requisite for preserving the public tranquility.

Art. 4. Those societies tolerated by competent authority, shall in no wise be regarded as corporations.
